Stephen brings more than 15 years of experience in public service and education, combining leadership expertise with a deep understanding of the operational challenges utilities in the US Western Region face every day. As a former Public Works Administrator, he has built a reputation and delivers repeatable results by applying proven best-practice solutions across a wide range of real-world operating environments.
Stephen previously served as City Manager for the City of Hughes Springs, where he oversaw daily operations and led strategic planning initiatives focused on problem-solving, organizational growth, and team motivation. His background in public administration gives him firsthand insight into the importance of efficient infrastructure management, strong communication, and collaborative leadership. He holds a Master’s degree in Educational Leadership and Administration from Texas A&M University–Texarkana and a Bachelor of Science in Liberal Arts and Sciences from the University of Texas at Tyler. Throughout his career, Stephen has demonstrated a commitment to innovation, operational excellence, and helping organizations achieve sustainable long-term success.

Texas – Reclaimed Water Dispensing
The bulk-fill station system efficiently and securely dispenses reclaimed water to authorized users. Purposed for non-potable applications such as irrigation, construction, and municipal use. It was developed to support sustainable water management efforts by expanding access to reclaimed water and reducing demand for potable water during drought and water-scarcity conditions. The system featured a compact outdoor enclosure with distinct pink pipes that clearly identified the reclaimed water infrastructure.
Texas – Bulk Water Loading System
This bulk water loading station supports aircraft de-icing operations in coordination with the local airport authority by providing a reliable, controlled source of water for non-potable use. The station featured a compact outdoor enclosure with integrated controls, secure dispensing equipment, and a 2-inch hose reel system designed to improve accessibility and ease of operation for field personnel. Installed adjacent to airport service roads, the system was engineered to provide dependable access with a clean, organized, and durable site layout.
Oklahoma – Septic Receiving System
The septage receiving station provides a controlled, reliable offload point for hauled waste and supports efficient monitoring operations. The system featured a redundant process train configuration with integrated pH probes and a sampling system directly tied to the control platform for continuous monitoring and data collection. Housed within a durable prefabricated enclosure, the station was engineered to deliver dependable performance, streamlined maintenance access, and improved process oversight.
Texas – Bulk Water Truckfill Station
This bulk water truckfill station provides convenient, reliable public water access through both a blue jug fill station for residents and a dedicated truck fill outlet for larger volumes. The system featured a durable outdoor enclosure with integrated controls and dispensing hardware engineered for daily operation and easy accessibility. To better complement surrounding public spaces and municipal environments, the station incorporated a custom faux-stone exterior that provided a more polished aesthetic.
Oklahoma – Lift Station
This lift station uses a submersible pump system to provide reliable wastewater conveyance and continuous operation. The system includes an emergency generator with an automatic transfer switch to maintain uninterrupted service during utility power outages, along with integrated SCADA functionality for remote monitoring, alarms, and control. A dedicated bypass pump connection was also built in to support maintenance activities and emergency pumping operations while minimizing service disruptions.
Texas – Bulk Water Truckfill Upgrade
This automated bulk water dispensing system uses a wall-mounted control arrangement installed on an existing municipal structure to reduce construction requirements and simplify user authentication. The station incorporates user authentication, dispensing controls, and transaction-tracking capabilities to support secure, efficient operation for approved users. Reusing the existing building enabled the project to achieve a practical installation while still providing dependable performance and convenient service access.
Texas- Bulk Water Station
This bulk water loading system uses a standard pre-engineered design to provide efficient, reliable water dispensing for a variety of applications. The system featured a 2-inch overhead fill point that improved operator access and vehicle positioning while incorporating an automatic drain feature to help protect piping components during cold-weather conditions. Integrated controls were included to support streamlined operation and monitoring in a compact and durable installation.
Louisiana – Septage Receiving
This septage receiving system uses our standard pre-engineered platform to provide a dependable, efficient hauled waste receiving program. The installation was customized with an a ventilation system to improve air circulation and operator comfort within the enclosure. Along with an affiliated hose reel system to simplify washdown and cleanup of incidental spills during unloading activities. The result was a dependable and operator-focused solution that combined proven process functionality with site-specific operational enhancements.
Texas – Bulk Water Dispensing
This potable water filling system provides secure, automated water dispensing for authorized haulers while maintaining accurate transaction tracking and reporting. The station has integrated controls, a daylight-visible display, allowing users to request and dispense a specified volume of water. Data was stored locally and automatically synced to a networked database. At the same time, the enclosure, backflow protection, and low-voltage controls supported safe operation and simplified maintenance.
Texas – Bulk Water Retrofit
This system was integrated into an existing customer-owned building using a surface-mounted control panel configured to minimize modifications and installation. The system provided secure, automated water dispensing for authorized users through integrated controls, transaction management, and user access features. By utilizing the existing structure, the installation delivered a cost-effective solution while it maintains reliable operation and a clean overall site layout.
