Stephen brings more than 15 years of experience in public service and education, combining leadership expertise with a deep understanding of the operational challenges utilities in the US Western Region face every day. As a former Public Works Administrator, he has built a reputation and delivers repeatable results by applying proven best-practice solutions across a wide range of real-world operating environments.
Stephen previously served as City Manager for the City of Hughes Springs, where he oversaw daily operations and led strategic planning initiatives focused on problem-solving, organizational growth, and team motivation. His background in public administration gives him firsthand insight into the importance of efficient infrastructure management, strong communication, and collaborative leadership. He holds a Master’s degree in Educational Leadership and Administration from Texas A&M University–Texarkana and a Bachelor of Science in Liberal Arts and Sciences from the University of Texas at Tyler. Throughout his career, Stephen has demonstrated a commitment to innovation, operational excellence, and helping organizations achieve sustainable long-term success.
